Today, the team at Barrett & Partners gathered over morning tea to share memories, laughs, and a few tears as we officially bid farewell to our outgoing Managing Partner, Lindsay Barrett.
Today, 30 June 2026, marks Lindsay’s very last day in the office before he steps into a well-deserved retirement.
Lindsay’s legacy in Vanuatu is truly unmatched. Arriving before independence, he dedicated over 56 years to this nation. He started with a vision and a small accounting firm. Through decades of hard work, integrity, and mentorship, he grew that practice into what it is today: one of the largest, most respected, and longest-standing Accounting, Audit, and Business Advisory firms in the country.

‼️ Notice to all Business Owners ‼️
We would like to remind all VAT-registered businesses that the Vanuatu Sales Monitoring System (VSMS) is now being implemented by the Department of Customs and Inland Revenue (DCIR).
Under the VSMS framework, businesses are required to use an accredited electronic invoicing/fiscalization system to issue compliant invoices.
VSMS IMPLEMENTATION TIMELINE
• Very Large Enterprises (Annual turnover above VT 100 million in 2025)
Compliance Deadline: 30 June 2026
• Medium Enterprises (Annual turnover between VT 10 million and VT 100 million in 2025)
Compliance Deadline: 30 September 2026
• Small and Micro Businesses (Annual turnover between VT 4 million and VT 10 million in 2025)
Compliance Deadline: 31 December 2026
All VAT-registered businesses must complete registration, system accreditation, and enrollment BEFORE their applicable deadline.
WHAT YOUR COMPANY NEED TO DO;
STEP 1 – Register for VSMS
Businesses must register through the official VSMS registration portal: (this was required to be registered last year)

STEP 2 - Ensure You Have an Accredited System
If your business already has an invoicing/POS system:
• Your system must be accredited under the VSMS framework.
• Your software developer/provider may need to complete technical integration and accreditation requirements.
If your business does NOT have a POS/invoicing system:
• You must obtain an accredited POS/EFD system from an approved vendor. (refer to the attached list)
• Alternatively, businesses may use the government-approved V-SDC web-based POS system.
STEP 3 – Enrollment and Setup
If you have done the first step, you should receive login credentials link from DCIR on 1st April, 1st May and 1st June. You will then need to:
• Set up username and password
• Download the Microsoft Authenticator for security verification.
• Access the Taxpayer Administration Portal
Businesses will then apply for either:
• Smart Card (recommended for high transaction businesses) OR
• PFX Digital Certificate (recommended for smaller businesses)
Businesses are strongly encouraged to begin preparations as early as possible to avoid delays in accreditation, installation, and compliance.
